The short answer
Plan on a permit and an engineer’s paperwork. All four cities publish something on this, and none treats foundation repair as casual work. Contractor websites seldom mention it, and some price a repair without the permit costs, so ask.
San Antonio
The City of San Antonio’s Development Services Department publishes Information Bulletin 172 for foundation repair. The key points:
| Question | What the bulletin says |
|---|---|
| Who may apply? | owner or City-licensed Residential Building Contractor |
| Who designs the repair? | Repairs must be designed by or under the guidance of a licensed professional engineer |
| What goes in with the application? | An Assumption as Engineer of Record Letter |
| Is submitting enough? | No. not a permit to start repairs |
| What clears the inspection? | The Engineer's Inspection Letter, from the engineer of record only |
| Penalty for starting early | A double fee |
| Extras | skirting, ventilation, subfloor access and drainage |
In practical terms, an engineer takes responsibility for the repair before work starts and certifies it afterward. Ask each contractor who the engineer of record is, whether you choose them, and whether the cost is in the price. The city’s own phone number for questions is on the bulletin.
Schertz
Schertz’s Planning and Community Development Department publishes a one-page sheet. It says a building permit required, including warranty work, and asks for an engineered plan showing pier placement. After the work, a sealed engineer letter after repair is required. Inspections include new pier inspection and foundation final.
New Braunfels
New Braunfels says it requires a permit for any repair of a structure, and offers a Foundation permit type online. Two checklists mention foundation repair:
- The remodel checklist asks for a foundation plan under IRC chapter 4 when the scope includes foundation repair.
- The addition checklist calls for a sealed engineered foundation plan for additions if an addition requires foundation repair.
Contractors must also be registered with the City. Call the Building Safety Division to confirm what applies to a stand-alone repair.
Helotes
Helotes runs its own permitting inside the corporate limits, and we could not find a published foundation-repair permit page, so call its Development Services department to confirm what a repair needs. The wrinkle is the boundary: a ZIP code is not city limits. Outside the city limits, the city sends most permit questions to Bexar County.
Why the engineer’s documents matter to you
The engineer’s letter is the paper trail. It says the repair was done to the design, and it’s what a future buyer’s agent will ask for. ASCE’s Texas Section says the engineer who provides sealed remediation documents is the engineer of record, and also suggests an engineer should furnish a letter of substantial completion.
Because Texas doesn’t license foundation repair contractors, the permit and the engineer are the checks that exist.
Why permits matter when you sell
Texas sellers answer a disclosure form that asks about previous structural repair, and buyers often ask for the permit and the letter. A repair with no permit is hard to document. The selling guide covers the details.
Before you sign
- Ask who pulls the permit and what it costs, and that it’s itemized.
- Ask who the engineer is and whether you can see their credentials.
- Ask for copies of the permit, the engineer’s letters and the city’s final inspection.
- Get more than one bid, in writing, and don’t sign anything with blanks.
